Regulatory, control and supervisory bodies

IMPIC — Institute for Public Markets, Real Estate and Construction

Sector regulator. Issues technical guidance, operates the BASE public contracts portal and exercises supervisory and sanctioning powers.

Tribunal de Contas — Portuguese Court of Auditors

Exercises prior, concurrent and subsequent review of public expenditure and enforces financial liability. Its case law is the most direct constraint on contracting authority practice.

BASE — Public Contracts Portal

Official portal where procedures and contracts are published and where the electronic forms provided for in the Code are made available.

Autoridade da Concorrência — Competition Authority

Receives notifications of indications of restrictive practices and of State aid situations under article 70 of the Code.

CNPD — National Data Protection Commission

Supervisory authority for personal data protection. Was consulted in the preparation of Decree-Law 177/2026.

Strategic control of State financial administration, including audits of procurement procedures and of projects financed by European funds.
